3. Respect The Homeless As Individuals

Gerald Winterlin's plunge into homelessness began when he was laid off in May 1982, and he was unable to find another job. He soon lost his home and slept in the rear of his station wagon. When that broke down, he spent nights in abandoned homes.

A program which aided dislocated workers encouraged him to take a skills test. With the help of a federal Pell grant for low-income people, he enrolled in junior college. His academic record was rewarded by a scholarship at the the University of Iowa. At 44, he graduated with a degree in accounting and a grade point average of 3.966! He is currently employed as an accountant.

"There are a million Jerry Winterlins running around this country," he told me. Perhaps there are a million. Or maybe only 100,000. But vast numbers of homeless men and women who are capable of gaining their high school equivalency degree, attending college and holding down a productive job do exist. They need the chance.
